Cannot print PDF due to Watermark

I have downloaded a file from this site

But when trying to print a watermark appears that makes the document unreadable.
I have no trouble printing out PDF files from any other source; I have contacted CANON who advise they have no knowledge of the cause, the watermark is not of their making.
Perhaps another contributor could shed some light on my problem.
I am using Windows 7, the printer is Epson R210

I should mention the watermark is the word "COPY"

Of course it is, unless their web designer did it for a laugh. What you're seeing is a basic PDF watermark layer, set to be invisible on screen and visible on printouts. As the PDF file is encrypted there's no (legal) way to remove or disable the watermark.
