Can any version of Acrobat create image pdfs with 16 bit color? I know we can do it from Photoshop, however the files cannot be exported from Reader to a photo program as far as I know.

Not sure exactly what you're getting at with this question. How does exporting from Reader have to do with creating 16-bit color images?

First off, you cannot create any kind of image with Acrobat. 16-bit images are generally catured at higher bit levels (scanners, digital cameras, input devices) so they really don't need to go through Photoshop to become a 16-bit image.

From Photoshop or any of the Adobe CS applications you can preserve 16-bit color when converting to PDF.

Adobe Reader does not provide you any options for exporting images in Reader 8. In Reader 7 and earlier versions of Reader you had the Picture Tasks tool that enabled you to export images from Reader. However, using Picture Tasks converts 16-bit color to 8-bit color.
