Is there any way for the Explanation for a Custom Preflight Check to be included in the Preflight Summary Report for a file?

No, not automatically. You would have to write or add notes to the objects. I'm not sure many people would understand the definitions. Using the XML reports in various tools customers have created their own lookup tables to create a more human friendly report.
