The answer is to always check with your print provider since it really depends upon their workflow as to the best answer. Nowadays many print providers have remote page approval systems which are on-line and they will automatically split pages into singles automatically.
If you have to supply as singles then you could use Acrobat to split into singles with the Document / Extract Pages command and then get the Batch Processing option to downversion back to PDF 1.3 if required.
