in acrobat professional 7.0, is it possible to underline and format the color of hyperlinks?

Yes, you can format the appearance of a hyperlink, although to change the text (if it is existing in the original document) is a separate process.

Here's an example: Suppose you have a page of text and want to make "Click here" into a link. First, select the text with the TouchUp Text tool, found on the Advanced Editing toolbar. Right-click/Control-click the text and choose Properties from the shortcut menu. Change the color of the text in the Properties dialog box, and close the dialog box.

Next, draw a box around the text with the Link tool, also found on the Advanced Editing toolbar. In the Link Properties dialog box, make the link box visible, and choose Underline from the type of link appearance. Choose a color and thickness for the link underline. Follow the prompts to set up the link as usual.

Your finished link will show the underline on the page, and the colored text.
