How to continuously change size of printed photo?

I scanned a photo, a headshot, and saved it as a pdf document. When I open the document, I can vary the size of the photo on the monitor from very small to the entire screen. But when I try to print it (with an Epson 600 series), my only choices are full page or what the printer calls "zoom 100%," which is a very tiny image, less than 1" X 1". It doesn't seem to matter what the size of the image on the screen is before I click on the File - Print command. I need to print out a photo of 1-1/2" X 2" to attach to an application, but don't know how to do this. Does anyone have a suggestion? Thanks!
