Is there anyway to tell if a PDF was made from an RBG or CMYK file if it doesn't have an embedded profile? Also, is there anyway to see what the ppi of the PDF was set to?

PDFs do not have a resolution or a color space - they can contain any mixture of colors, vector and pixel data the author wants. In some cases everything uses the same space, but most of the time you get at least two or three.

You can use the tools in Preflight to search for particular things (such as a bitmap with a certain resolution, or an object using spot color). Importantly, whenever you run a Preflight analyze profile, the results pane has a tree showing everything in the document (called Overview). Expand that and you can see what color spaces are defined, fonts, images, gradients etc. for each item in the file.

The "inventory report" is a great way to find out all the nitty gritty details of the PDF in question. If you have Acrobat 9 Pro you can use "output preview" to show RGB, not CMYK, gray, etc. One of the options also allows you to get object details such as dimensions and resolution, colorants, etc.
