Preflight doesn't convert to greyscale

I've been saving Publisher 2010 files to PDFs for a year now and using Preflight and it's Fixup to Convert to Greyscale. I produce a news letter for my club.
 
Today, it has decided not to convert. In all the other uses, Preflight shows it has converted many (over a thousand) objects and the resulting PDF comes out in great greyscale. This time, it only shows 1 object converted and the PDF looks unchanged with colors everywhere.
 
Any help would be appreciated.

It's strange... After converting with the fixups I ran an inventory report. The report showed RGB objects in the document still. Very curious. I'll tinker with it a bit more tonight.

There are a couple of graphics that are indexed RGB that refuse to convert to gray. When I edit the preflight profile to say convert all colors to destination and spot colors to destination with any of the other parameters on or off the indexed RGB objects stay indexed RGB. However, if I use Acrobat's color conversion everything goes to gray. Same with callas pdfToolbox, everything goes to gray when using the Switch Board interface.

Where do I find Acrobat's color conversion and is the Switch Board part of Acrobat Pro 9?

Switchboard is one of the interfaces for callas pdfToolbox, a plug-in (or stand alone program) for Acrobat Pro. You can download a trial copy from www.callassoftware.com. In Acrobat X Pro you can find the convert color under "View -> Tools -> Print Production". In Acrobat 9 I think it's "Advanced -> Print Production".
