Is it possible to print to a specific percentage in Acrobat 8 Professional? Is there a plug-in for this feature?
 
ex. 75% not Shrink to Printable Area/Fit to Printable Area
 
(I seem to recall you were able to do this in previous versions.)

You might want to investigate the Crop feature in A8. In there you can re-crop the pages onto larger "paper". Think of an inverse crop. After which you can then print to fit margins. This action will in essence reduce your source page size.
