Restrict Printing until fields are filled

I want to force all of the required fields to be filled out before the user can even print the PDF.

These forms will be on public computers.

Can someone help me?

Unless you want to write a plug-in to redo the entire print UI, NO. You can add JS to a will print action that can modify a form field, or add a watermark that indicates the form is incomplete. But once the "File => Print" option has been taken there is no way to stop the print action. You can only make changes to the content.
