Shift Content/Stamp Action or Fix

Could an Action or Preflight Fix be designed to do the following:
 
1. Shift all content on a page down a set distance.
2. Place a stamp at a specific set of coordinates without adding a new layer?

You could use a page cropping step with the Change page Size feature to increase the paper size for each page in a document, but this will be specific to the starting page size.

You can use a suitable JavaScript step within an Action to place a stamp.
