using and eliminating a button for layer navigation

How can I make a button display a new layer- without the current layer or current button visible?
 
I exported from inDesign with layers and have tried putting the button on its own layer as well as on the main layer.
 
There seems to be no way to view a layer to set the button while also having the eye icon gone in order to have the layer dissapear for the button action.
 
I am trying to do this for a form which has a review button. The review button would take the user to the beginning, keep form data, add new instructions and replace the review button at the end with a submit button.
 
I thought this would be easy...

When you create buttons in InDesign and open the PDF, the Indesign buttons only appear on the layers where they were created - unlike Acrobat where field objects appear on all layers when created in Acrobat. There's no way to use the Set Layer Visibility action in Acrobat to change layer visibility on these buttons since the button hides the minute you attempt to set the new layer view.
