Video Annotations - Shared Review - frame sync issues

Over the past few weeks I have been testing converting .mov and .swf files using Acrobat 9 Pro Extended and routing them as a Shared Review via email hot-link using SharePoint. The issue we are noticing is that if you freeze the video - make a comment (or two) and publish your comments they do not stay synced with the frame unless you also "save the file" after publishing comments. We have noticed that if we just "publish" the comments and do not "publish" and "save"... the comments ride on top of the PDF and do not properly sync to the frame that the comment was made on.

bottom line - this seems counter intuitive to us. In a shared review environment where the PDF is sent as a hot-link to the end users - publishing their comments should be good enough without having to "publish and save" since it is being stored on a server and not easy to find the location of the original PDF_Review file. This also seems odd since in theory (and in our case "practice") all you have to do is save you comments and not publish them - negating the shared review idea.

Has anyone else experienced this? Is this a bug? or is this another case of user error?

This is indeed a bug, your expectations are fine;-) Adobe is aware of and working on the issues involved.
