Can't recreate Security Policy in Acrobat X

I had a password security policy in Acrobat Pro 9 that I can't replicate in Acrobat Pro X.
 
I wish to have add opening password to documents with printing restrictions through the policy. The passwords should not be saved with the policy as they change with each document.
 
Here's the problem, on UNCHECKING the "Save passwords with policy" under the New Security Policy > General settings tab, the Restrict editing and printing area and Require password area becomes greyed out on the following dialog box.
 
Has anyone else experienced this problem? Or have a solution? I know this used to work with Acrobat 9. I've lodged a bug report with Adobe.

That's how it works in Acrobat X - a policy without passwords stored will remember the hash strength and the encryption type, but the rest of the password dialog is ignored until the user actually applies it.

A bit of a step backwards there then, I can't understand the thinking behind that one.
