Certificate Security wrecks Fast Web View - is this intentional?

Using Acrobat X Pro, Version 10.0.0 - I am trying to do two seemingly incompatible things.
 
1. Optimize a PDF file to use Fast Web View
2. Secure the doucment using a Certificate (self-signed for now until I can get this to work)
 
For obvious reasons, once I secure the PDF, I cannot later save it optimized for web by trying to set the "Fast Web View" property. So, I am taking an existing PDF, first saving it as Optimized PDF and choosing the Fast Web View option. After the first save, I can confirm by checking the file properties in Explorer that the Fast Web View option is set to "Yes" while it had previously been set to "No".
 
When I now take this "optimized" file and try to apply a digital signature to it using File --> Properties... --> Security tab --> Security Method: --> Certificate Security (and in addition, disable editing of the document in the same dialog box), when I save the PDF, the "Fast Web View" property is reset to "No".
 
What gives??? Are these settings incompatible such that a certificate-secured PDF must be downloaded completely to the user's computer before opening?

How to create PDF from a secure URL (.aspx page) using server certificate?

The scenario is:

-The intranet user has been authenticated via server certificate.
-The user has identified some complex information on the site.
-Now the user wants to create a PDF from the .aspx page on the fly.
-Utilizing SQL/server and .net platform.
-No Report Writer allowed.
