is there any way - other than changing the date on the computer - to have the date on the digital signature be some value other than the current date?

The digital signature structure and data is established by the UCC and other laws and is interned to be a legal binding signature including the actual date and time the document was signed. The local time is shown, but if someone in another time zone views the signature, the time of signature will be displayed in that time zone's local time. The actual value record is the UTC date and time of signature and the computers time zone setting then determines what is displayed.
