Disable keyboard shortcuts?

Hi,
 
I am using adobe version 9.4.6 and i am using the PDF file in custom application,
By some how i have hidded the menu option using javascript. where as still the users are able to access the menu option using Shortcut keys.
Is there any way we can disable the shortcut option for application level or we can even do it at file level?

There is no access to change, add or remove keyboard shortcuts.
