Downloading Password Protected PDFs

I placed a password protected PDF on one of our company servers 3 days ago and today the password protected PDF does not display. It does download but then the situation becomes inconsistent with it working correctly in Firefox (in that it allows you to specify a program to open or to save the doc) but not in IE 8 or Mac Safari 5.x
 
Can anyone shed some light on this? I set the security settings for Acrobat 5 +.

i also got this proble also tried with mypdfcreator but no success
