Is there any ebook software that STILL makes use of PDF files?

I want something that does the following:

1. Watches for incoming order and payment.
2. Once order and payment received, password protects the PDF (ebook) for a that specific customer.
2.b. Optionally it may also put a hidden tracer tag in each pdf specific to a customer.
3. Emails that customer the pdf ebook and password.
