editing a password protected file

I have this form I created. When I make it available for the users, I need to password-protect it so that they cannot edit it but still they can fill the form, save and print whatever. I achieved that.
 
But suppose I want to edit that protected file, where do I input the password? I looked everywhere. Why do I have to choose a password if I can't use it later to unlock the file?

Document Properties > Security, and change the protection pulldown menu to "none" - you'll be promoted for the password.You can also use Tools Pane > Protection > Encrypt > Remove

It says I can't remove the security because the document is signed or certified. Maybe it's the way I save the file?

If it was Reader-extended, use Save A Copy first to remove the extension.

If the PDF form has been digitally-signed by the form recipients, you can't do anything.
