Enabling User rights.... Certificate issue?

essentially i need to know how to assign the ability for signing and stamping pdfs(enable user rights). Do i need to create certificates for specific workstations? i apologize for being vague i havent worked with adobe in this fasion before.

Signing and stamping a PDF in Reader is enabled with Usage Rights. Look on the Advanced menu item in Acrobat Pro. This has to be done manually or with one of the LiveCycle servers. It cannot be done with a script.
