i know we can use password security to prevent others from copy , edit and save the secure documents , but the "save as" button still is open , and others can use the button to download the secure documents , is there any way to disable the "save as" button ? or any 3'rd party provide the plug-in ?

There really isn't a way to disable Save As in Acrobat or a PDF in Web Browser.
Even if you gray out the menu, the PDF will still be located on the system (i.e., if the user right-clicks and downloads from the browser) and they can copy it from the Temp folder as often as they like. This is just the standard way that Windows interacts with web browsers.

To prevent these loopholes, PDF files can be integrated with Digital Rights Management technology. For more information on this you can visit:

I don't understand why we can just disable a simple Save button? This question is asked a lot but Adobe doesn't care... because they want your hard worked PDF's shared so that other people will have to install PDF reader!

PDF's are not opened on the web server, but are downloaded to a temporary file on your system and then opened. Note the transfer is saving the PDF to your local system. Further, if one could not save from the web server to another medium, web sites could not be backed up on a regular basis nor be restored in the event of a disaster.
