How to restrict forms from being emailed, or distributed by end user

I created a PDF fill-in form. From Word. This is an Accoutnign form for my company that I want to make available to employees via our Intranet page. (I will not be distributing this using Acrobat).
How do I restrict those with Reader to just fillin & save the form to thier computer and not attachign it to thier email. What I'm trying to do is get staff members to print this form out and have manually signed & original goes to the Acctg Dept. They don't want this attached to an email.

Also, how to I restrict others with Acrobat Pro from distributing this form. After I secured the form, it still allows others with Pro to distribute/submit & also other features.

There's nothing you can do to stop someone attaching a file to an email message - that's under the control of the operating system. Once they've saved the file, they can do whatever they want with it.
