Incompatibale security feature settings in Reader and Acrobat

I have opend a pdf file in both reader and acrobat pro.
The security tab in document properties in reader and acrobat pro are showing differently for the same file.
 
For example:
Some document restrictions are allowed in acrobat pro and the same restrictions are not allowed in reader.

Why is this surprising to you? Reader can't do things that Acrobat can, unless given the explicit right.
The restrictions tab reflects that.

Thank you for your reply.
I need some clarification regarding the "document summary restrictions" in the security tab of document properties.

1. Are those properties of the PDF document? OR the capabilities of the reader which can do/apply?
2. If those are reader's capabilities then following is my doubt:
Anyway reader can not sign the document so what is need of mentioning that property because it is always not allowed.

1. It's the properties of this specific PDF file under this specific environment.
2. It is possible to digitally sign documents in Reader, when enabled in Acrobat Pro.
