Keep filled-in data in security policy

Hi all,
I have tried to set a security policy where I can allow printing and no editing of the fillable forms.
However, I would like to fill in the form first and then save it under the "printing-allow/editing-not allow" setting.
Right now, when i apply the security policy (after filling in the form) and save, the form becomes unfilled.
Is there any way to keep the data entered into the fillable form?

Any suggestions will be greatly appreciated. Thanks.

I'm not seeing this same behavior if I fill out a form and then apply a security policy. What are you setting in the security policy? Does your form have any unique validation or digital signature?

I go to manage security polies and create one.
I click restrict editingand then i set a password and select high resolution for printing allowed and i selected changes allowed to none.
So i saved the policy but not applying to the form yet.
Then i go to my form, and fillin the data and then select applying the policy. Then i save the form but all the data is gone the next time i open it.
no validation or signatures at all.
