Limiting Printing

I am looking for a product that will allow me to set a print limit on a PDF without requiring me to register the end users who are printing it. Does any such thing exist, or will they all require the users to be registered?

This question gets asked a lot but short of investing in a Digital Rights Management System (which has it's limitations too) the short answer is no.
