Password enabled printing

I am applying security to a document. I want to fully secure it but allow printing only with a password. As I see it, if I give them the password, they can change all the security settings.

You have two options.
Allow printing or forbid printing.
There is nothing available like print only after entering a PW.

You can set a PW for opening the PDF.
So only persons that have this PW can use the form.

so I can create a print version that requires the password to open. I would think there would be more flexibility with security settings.
