I was wondering if it is possible to have a user download a PDF and view it locally, but not be able to email it? Essentially, I'd like to lock the PDF from traveling. Can someone point me in the right direction?

In short, no. It's been asked on here before many times - a PDF is a regular file, and can be moved about just like any other regular file. The recipient may not be able to open it without a password or Adobe ID, but they can still email it to their poodle groomer's Mom.
