PDF form restricts some operations

I helped edit a form, and enabled the usage rights to be filled out through Reader. Once all the pdf forms came back and even the original, it now has some operations restricted in the security, although there is not any security set. One includes the capability of creating a single PDF from all the returned pdf forms. I tried 'Save a Copy' which is a message that appears saying the Reader rights will change. How do I get the restrictions off?

Once you Reader Enable a form, both Reader and Acrobat restrict usage of the form to match the rights it will have in Reader. So once Reader-Enabled, only form fill-in and annotations will be allowed. Doing a Save-as will result in a file that has both the rights and the restrictions removed.

Using Acrobat 8 Pro, our department has scanned hundreds of past employee files and created PDFs from them. We need the ability to not only access the files from time to time, but also to add comments or notes (phone number changes, etc.). We also need to be able to create forms that are interactive for other uses. How do we change the security to allow 1. comments, 2. Change the Document 3. Document assembly.

I tried initiating the "Review and Comment" but the system wouldn't verify the network folder that I was using, and it was an actual network folder.

Help please!
