If you know how to secure a PDF from being downloaded by users from a portal or a website, could you please share them on this forum?

Impossible - a PDF cannot be streamed, so without downloading the file there's no way anyone can view it.

I accept your answer but is there a way I could *restrict* downloading a PDF?
Is there a control or option within Acrobat to restrict users from downloading? Or, probably the portal or website itself could apply the restriction?

Sure, you can place a password on the download link, or inside the PDF itself that will prevent it from being opened without the password.
