Hi all, this is my first post (probably of many, LOL) here and I hope somebody can help me.
I am using Acrobat 6.0 Pro and need to duplicate a feature found on the bottom of every page of this pdf http://www.dobucki.com/Border Patrol.pdf
It seems to be some sort of layer that is always on top?? Stamps, watermarks and footers always appear underneath this object and any attempt to move, delete or cover up the footer fails.
My question is how do I duplicate this security measure? I have tried contacting the site owner referenced but to no avail. I have a large technical library I want to publish but want to make sure my work is referenced properly. Is this a functionality of a newer Acrobat version? I am not opposed to upgrading but still look at Acrobat 6.0 as a significant investment that is still serving me well.
I am pretty savvy when it comes to technology having been in the IT business for over 20 years but Acrobat security is relatively new to me.
Any and all help would be greatly appreciated and thanks in advance.

I don't know what tool was used to place this item. It could have been a custom plug-in. However, since this document was originally created in InDesign I suspect that the Watermark Annot was created during the conversion to PDF.
