Got it.
Did a look-see with AA8pro, AA9proExtd.
A number of things amiss with the PDF.
Question - Was the PDF originally untagged & tags added manually or via Acrobats "add tags"?
However, regarding the table.

--| Malformed Table element.
(may be why Table Editor cannot "see" - alternatively may have to do a "repair" to Acrobat)
The PDF does not have a correctly structured Table element with the requisite child elements.
No TableHead. No TableBody. Indicative of a "layout" table being inserted into the authoring file (InDesign).
I'm not an InDesign user; however, from viewing Adobe's available on demand eSeminars for
PDF Accessibility - InDesign I do know well formed tagged Tables can be provided
in a tagged output PDF from InDesign.

is the parent for the header row of header cells.
is the parent for all rows containing child data cells.If possible, revisit the InDesign authoring file. Remaster. Utilize InDesign's tag management facilities.
Use the built-in "Headings" for that top of page entry.
Insert a table that has a heading row; populate the three cells with the content.
Revisit the "1", "2", "3" - another approach may be more useful for those who rely on assitive technology.
Revisit the shading of the table's data cells. Color contrast used may be an impediment to those with moderate-poor vision (after using corrrective lenses).
Output PDF other than "print" (I think it is "export" (?)).

If only have the PDF available then the Table element and the required child elements must be entered manually.
That is, you climb into the structure tree (via the Tags panel). Then add new tags, position them appropriately, groom 'n prune.
Save often as there is no "undo".
Appropriate entries must be made into the Role Map dialog.
& more... all doable, just takes a significant chunk of time.
I find it interesting; but then, when I was younger than I am now , I was an avid model builder.
Really, just very much easier to build it right in the authoring file. Minimizes the post-processing (some always required) with Acrobat Pro.
It's like cooking. Something we can all do (sort of). However, a meal at Madam Janette is more enjoyable. 8^)
