Text tags combine CS4

Hello all :)

I am trying to tag my PDF for accessibility and sometimes it combines text tags. For example, I select a block of text, select the text tag. Lets say it numbers it 5. I select a block of text below tag 5, try to make it tag 6, but it combines with the tag above it (5). Nothing I do seems to avoid merging the two tags.

Any help would be greatly appreciated :)
