I want to create a pdf file that allows custom stamps to be used by someone using Adobe Reader v7, what Adobe software can I do this in?

Enable the PDF document with Adobe Reader usage rights. Send the custom stamp you want your Reader users to add to their custom stamps. The Reader users can add custom stamps on enabled PDF documents just like Acrobat users.
