The Properties Bar does not toggle between the box properties and the text properties when the text is selected (stays on box properties). Any suggestions?

This sounds like a focus issue. When the focus is in a comment (vertical bar) you should see the Popup text properties activated. When the focus in not within the comment the box properties should be activated.
