how do I set a default font size for commenting tools?

Under Acrobat's "Preferences". Select "Edit => Preferences" form Acrobat's menu bar. You can not set a default color or style.

Text Box Tool: I've tried to change font type (from non-serif to serif), size in "Preferences" under "Categories> Viewing Comments". It shows as changed, at least with regard to font selection and size, but when I test it on any document, no changes appear. Also, can I change color anywhere?

In the Properties menu of the Commenting tool that you are using, you can set the background and border color and opacity of a Comment. If you want to make these colors your default, check the "Make Properties Default" at the bottom of the menu. Or you can select a Comment with the properties set that you want, right-click then select "Make Current Properties Default".
