I created a PDF in Acrobat Pro 8.1.0 and selected No Security. When I open the file in Reader 7.0.9 I am unable to add comments. It shows that Commenting is not allowed. I need to send PDFs for review to people that only have Reader.

Check your PDF Document Properties (File --> Properties) and look at the Document Restrictions Summary under the Security tab. Make sure that Commenting is Allowed before you send for review or use the Advanced menu to Enable Rights for Reader.Hope this helps,
