Can't fill my PDF in Acrobat Reader 9

I just found that my form isn't fillable in Reader 9. I have a "send by mail" button and it says that i can't save the information in the form and that it will attached a blank form.
 
 
I'm using Acrobat Pro 9.0

My Product Information:
Acrobat Pro 9.0, Windows

The form needs to be Enabled for Reader. Look on the Advanced menu in Acrobat Pro.

Hi Thom,

First, your tutorial Scripting in Adobe Livecycle Desiger is a Godsend!

I have Adobe Acrobat Professional 8 w/Livecycle Designer.

I created an expense voucher for our company with a section to attach a file (their receipts).

However, Enabling Usage Rights still does not allow them to use the Add File function. I called Adobe and they said this could be done for a $70,000.00 license!!!!!!

Please tell me there is some way to do this without spending that money. Seriously, how can they expect Small BUsinesses (ours is less than 100 people) to do this?

When the document is extended with usage rights with Acrobat, Reader users can attach files as comments. They can select: Document > Comments > Document & Markup Tools > Attach a File as a Comment.Or they can set up their toolbar to show the corresponding button.
