Can't save filled forms in Reader 9

I have Reader9. Form was created by source using Acrobat9Pro. The form was e-mailed as an attachment. This form has been used successfully by others. When I open, the enhanced fields are shown, and can be filled out. At the top, I get the message that data cannot be saved! The creator says they used same form for a long time, others can always save and e-mail completed forms. They re-sent to me, same problem. Re-loaded Reader 9, no help. My system is Win XP SP3. What will cause Reader9 to say the data is not save-able??

Reader can not save form data. The PDF has to have had special Extended Form Rights applied to the PDF. This can only be done by the creator of the form or by someone with Acrobat 8 Professional or Acrbat 9 Standard.

To gkaiseril: All extended rights are applied, this form has been filled out and saved by many others. No security is applied. "filling of form fields" and "content copying" are allowed.
