Creating a form

Donna Baker wrote an article about creating forms automatically. Her first instruction was to run Forms>Run Form Field Recognition.
 
After opening the document, that menu command is grayed out.
 
Why and what do I do to get it active?

Hi RGleick,

Does the form have security applied to it? What is the source program of the file- is it from one of the listed types Donna mentions?
