creating from word or start fresh?

This is probably the most basic of quesitons, however is it better to add fields to an existing word document that has been PDF'd or just start from scratch in PDF?
The form should be able to be printed out & submitted AND electronically submitted. If I add fields to the PDF's word document then I am only limited to the size on the hard copy right BUT if I need it to expand don't I need to generate it from scratch then? No Desinger available, Adobe Pro 6.0 (?) most staff has free readers 6-8... help tata

It's not clear to me what you mean by "generate it from scratch"? How exactly are you doing that in Acrobat? What exactly do you need to expand? The more details the better.
