Distributed form does not have Submit Button on form bar

I have a user that has tried to distribute one of my forms though Acrobat 9 pro. When I open the form from her computer the form bar does not have a submit button and it says "If you are the author click distribute form from the forms menu".
 
When I submit a completed form, via a submit button on the form, Acrobat does not look to add the completed form to a response file.
 
Here's another interesting thing. When I open the form from Acrobat X Pro, everything is fine and works perfectly.
 
I'm about to deploy the form to other form administrators around the world so I need to know if this is a Acrobat Version issue or just a glitch on my users computer.
