Enable Usage Rights in Adobe Reader "Unknown Failure" error

I created a form in Adobe LiveCycle Designer 8.0, but when I open the form in Adobe Acrobat 8 Professional to "Enable the Usage Rights in Adobe Reader" I keep getting this error message: "Unknown failure." I am using Windows 7. I have all of my fonts embedded. I am trying to set up a form to post on our church website for people to be able to fill out and send it to a certain email address. My understanding is that the "Enable Usage Rights in Adobe Reader" needs to be applied to the form for people to be able to fill it out and return it to the email address that we have specified in the Submit by Email button specifications. Any suggestions.

This information was not helpful. I understand how to "Enable Usage Rights..." I just can't get Adobe Acrobat Professional 8 to do it. I get the error message "Unknown failure."
