Forms not saving correctly - complete newbie

The person who used to handle this has left the company and I need to make a change to the pdf form. Whenever I save it the form seems to become un-usable such that when I click on it the whole pdf is highlighted (the form elements can't be selected). Here is the form as it currently works...

http://www.agatlabs.com/Brochures/Montreal%20Chain%20of%20Custody%20Form%20Landscape.pdf

So I need to make a change to this form but can't figure out how to save it such that the form elements still work.

Any help would be much appreciated!

Hi Craig,

Unfortunately, you can't edit the form. It was originally created in Corel Draw 11 and it has been secured with Acrobat Security. You'll need to get the password from the former employee in order to edit the form.
