grayed out toolbar

I have a form that we did not create that has toolbars grayed out. Is this due to security on the document?

Acrobat Standard 7.0.0, Windows

There are several things that will gray out button on a toolbar. Security, A digital signature, and LiveCycle forms will all gray out some of the toolbar buttons. But not necessarily the same ones of course.
