How do I avoid this dialog box from appearing? The buttons we are using are to page navigate only. The form box is misleading and confusing to my clients.

The message bar is appearing because the page navigation buttons are actually form fields. Unfortunately, the message bar is a user-based preference that is set and cannot be manipulated by the document. One option might be to set the document Initial View to open without controls and this will eliminate the form message bar.
