I obtained a court form on our judicary website. It is not a writable form. I want to convert it to a writable document in Adobe. I have Adobe Acrobat 8 Professional. How do I do that?

What you found is very common on Web sites and in particular on many Web sites hosting legal forms. That is, the forms are static with no form fields and need to be populated with fields.

This area is very broad and to tell you in a few words how to create a form is well beyond the scope of this forum. To help you get started, look over the many articles related to forms authoring here on Acrobat Users. Search the Web for PDF forms and look over examples. Look at the Help file installed with Acrobat.

After reading up and researching the topic, try to create a form in Acrobat. When you experience problems, then come back and ask a specific question related to authoring a form.
