Minimum Software Requirements

Desire to provide users active forms (NOT tied to database) that can be BOTH filled-out online, then submitted over the Internet AND printed locally with all the filled-in information retained.
 
The user must be able to accomplish their end with Acrobat Reader. I am prepared to upgrade my Acrobat Pro 7 (if necessary) to develop the active forms.
 
Please recommend the minimum upgrade I will need, plus any other suggestions.
 
Any assistance will be appreciated.

Acrobat 7 will be just fine. I use it all the time, in large part to avoid the tab order insanity of Acrobat 9.
