Password protected but never able to input a password

When I create a form, password protect it, and email it to a user, the user does not have the option to enter the password to access the protected features such as filling the form out and printing.
 
I'm using Acrobat Pro 9, and the user is opening the file in Reader X.
 
Am I doing something wrong?

The user needs Adobe Acrobat to edit a PDf file, Reader can't : http://www.adobe.com/products/acrobat/matrix.php

He doesn't need to edit the form, just needs to fill it out.
And the form will be accessible to many people to view, but only one person can be allowed to fill out the form.

Will he still need Acrobat to do this?

What type of password protection are you adding?

If it is "Require a password to open" then the receiver will need the password.

If it is the 'Restrict editing and printing of the document..." there is no dialog. You need to set the allowed actions to allow filling in the form. Since the end user of the form has to save the completed form and Reader by itself can not do it. You will have enable "Extended Reader Rights" to allow Reader to save this form. There may be an issue with Acrobat X and password protected content with Reader X. Since Reader can not edit the PDF content, there is not much need for password protecting it.
