Security can't change after Rights Enabled

Is the following message an Adobe "policy" or an Adobe technical hurdle they could not overcome:
"You cannot change or remove the security settings of a Reader-Enabled document. Please disable Reader-Extensions for this document before changing or removing security settings."
 
As a form developer, it's very inconvenient.

You can't edit enabled files in Acrobat. Enabling a PDF should be the last step in your editing workflow including enabling after applying security to files.

If you secured a file and enabled it, you need to save a copy of the PDF which strips the enabling, change the security settings on the copy, then go back and re-enable the PDF.
